Kinda:

Guy was being  cool dude. Having respect. Something Trump doesn't have for anyone. Which is bad, since you have to even respect your combatants.

The implication here is worse. It's basically Trump saying "Look, he's a Black athlete...you're a Black athlete..." And so forth.
